Is this type of content fits as an article?

Today, I was going through the home page of the C# Corner and found the below article on the top (refer to below article, as I can't post the hyperlink here even which is related to C# Corner not an external link):

I don't this this kind of content fits as an Article. It might be good as blog but not suited as an article.

What's your(Admins, Editor, Approver) opinion on this :)
