Latest Technologies and jump start

Question

I want an openion from all of you , what you say what are the latest Microsoft Technologies that every .NET developer should having a good hand with, like for front end for backend , for testing , what are the top technologies and framework as well as best practices ? 

secondly let me know if someone just knows ASP.NET WEB FORMS and he does know a basic of javascripe and html & css, but having no information what does web services do what is web Api , can anyone suggest a complete road path for Microsoft web technologies like which technology should i learn first so that i have a good hand in Microsoft technologies.
