It is low level in that sense same as C is a lower level and VB is a higher level language what this means is that you need a little more intelligence to use low level stuff but you did not highlight the fact
that  "ODBC is a low-level, high-performance interface".

Users of the application can add software components called drivers, which interface between an application and a specific DBMS.

On another note, without Allen Cooper (Tripod / Ruby) the father of Visual Basic as it is today would probably not even exist, Visual C and Visual C++ when it first come out was anything but visual in the terms of the IDE's we know today.

What do you mean by lower level technology! ODBC is the single most effective database connectivity tool you could ever want and is VERY easy to use you just need to be a programmer to use it.
