Math.Round vs String.Format

1. Math.Round gives you a new numeric value.

2. The String.Format gives you the flexibility over the output of the string in a way that is easier to read

& write and maintain than using a plain concatenation text. it's easier to get culture concerns right with String.Format.

String.Format will return a string, Math.Round(double) will return a double
