MVC Login Apply to WinForms

How can I make the register on MVC will be applied in WindowsFormApp C# so that I can use the same password hash in register and login?

Hi what I want to happen is if I register online using MVC, then I will sync to my local database. Even if without internet I can still login to my local with the same password that I registered online..
