Question

'1,2,3,4' <....this is in one cell for same primary key
'1,3,3,2' <....2nd cell(Second record)
'1,3,4,5'<....3rd cell
 i have these type of data in database.
  how i rertrive this value by using webapi2...
any code..plz ..thank u
