Need help to decide way how should i do it

It does sound like a tough problem. Perhaps part of the solution is to have multiple solutions. You could provide something that uses the internet for customers that can use it. Do any customers use smart phones? If so then you could provide something for that too.

For those customers that cannot use any of that, then one possibility would be use forms that make it easier to scan the data in. You should be able to get software that can convert scanned documents to data. Many scanners include software like that. It is very typical for documents to be scanned then people do data entry to enter the data. You could accept faxes too and ener the data from them in the same way.

In the past, forms have been used in which there are little boxes for writing each letter in a separate box. That made it easier for the scanners. I don't know if that would be possible for languages such as Hindi.

What about automated phone systems? You could use a system where someone calls. They could use the numbers on the phone to enter data. That might not be enough but I don't know your data to know what would work. Some computer software is capable of voice recognition and that might help.

Have you investigated what the competition uses?

And also they dont want to use PDF and excel

They dont want to  give their customers online form because there most of customers are non internet users

(As in India still there is not so much use of internet in some  particular domains/offices/works and their customers are one of them)

And they are afraid if we start this thing our customers will go away from us

What they want is automation but even I and also they are not getting way to do so and this is main problem and need suggestion for same

It really helps to understand why they are not happy with those choices. I can guess why but that does not help; you need to find out from them.

It might be that the reason they do not like the scanner solution is because (maybe) there are too many inaccuracies in doing that (OCR). So you could ask them if that is the problem.

I have no guess as to why they don't want the second option, unless maybe they want to be able to collaborate (share the data during the data entry process).

We could have a long discussion of the possibilities but if your customer does not want any of them then the discussion would be a waste of time. Can you tell us what it is that they say they want? Perhaps someone here can help you to understand them.

If the data is supposed to go into a database and if the customer did not ask that PDF or Excel be used then it makes sense to me that they would not want the extra steps needed. Did they ask for PDF and/or Excel to be used?

as my clients  have to fill pleanty of information provided by their customers manually is there any another way......

I have suggested following things to them but they are still not happy

Like

1)Give your Customers paper form to fill information which you want and scan it in pdf  then export it excel by OCR s/w and then we can save excel data to PDF

2) Give them online form dont save in main table until all information is up to your mark

Both the things are rejected ...I dont know why..

I need best solution so that I can convience my clients

You should be careful about calling people lazy. I think it is more likely they want the computer to make them as efficient as possible. A little bit more of your time can save them a lot of time.

Note that your question is very vague. It will help if you spend a little more time explaining what you need help with.
