In the databse i have list of students.
In the form each student has to register certain courses for the semester and
it should be stored in the database.
In one more form , when a lecturer selects a particular subject he is teaching , he should get the list of students enrolled for his subject
how can i do that?

It looks very simple. You are asking me the whole design :-) lol.
First of all you need to have 2 tables. One is the Student database and other one is your course details. Related the two tables based on course number.
Make your page consisting of frames so that you can have a clear division for Students and Lecturer. Provide them some login mechanism if required.
So we name first form as student.aspx. Here for a simpler design you can have a set of fields for student registration ( provide some textboxes, list boxes etc.). Write it to the database(Insert) the student record. You can view this record wither by making use of data reader or dataAdapter displaying it in a grid or in the same textboxes.
In your another form i.e lecture.aspx, you can feature a combo box and datagrid displaying course details for the course name clicked on your combo.
