Newbie - How do I get VB.NET 2.0

I want to develope an .EXE program that will gather data from an Excell spreadsheet and display the data in whatever format our customer desires. I was advised to use VB.NET 2.0 to develope this program, but I have no idea where to get it, or whatever software I need.
