No page layout files available in the master page library

I have uplaoded a new page layout in master page library and added to the available page layout category in "Master page and page layout". After that whenever i am trying to add a new page from one subsite getting error like this.

"There are no page layout files available in the master page library of the top-level site. Add one or more page layouts to this library before you create a page or set page properties."

Thanks Zack for the answer.I want to sure one condition.

Have you faced any problem in previous working functioanality after changing the default Content types.
Because our site is on production server. So kindly guide.....

I had the same issue, I've tried deactivating and reactivating the Server Publishing which did not helped, following solution from the Link helped me,

from above Link:
1) Navigate to the master page gallery (Site Actions > Master Pages and page layouts)
2) View the document library settings
3) Under content types, click 'Change new button order and default content type'
4) Check the first two and modify the order. Then click OK
