If you face this issue after installation of any. You need to following like,

npm cache clean --force
npm install -g @angular/cli@latest

I solved the issues, It was due to a cache clear error (but *they auto repair) had some data corruption which didn't let the JSON files to parse.

Hi Sandeep Jamkar,
Clean the cache & again install the updated CLI by the following :
npm cache clean --force
npm install -g @angular/cli@latest
