OPEN PDF FILE ON WEB PAGE AND SAVE AS PDF/A

dear Sir,

     I want Make a interface right side on the web form where user can open pdf file and search indexs also there should be
 a panel in left side for some detail entry of indexs  finally it should be saved into database .
And also there is an option for opened pdf file i:e SAVE AS which support multiple types like (PDF/A , XML etc.)
how i proceed this application plz provide me some guideline and resources for this. it will great appriciable .
