No, it is not possible to use Azure Cognitive Services - OpenAI Studio in an offline or air-gapped environment. OpenAI Studio relies on cloud-based infrastructure and services provided by Microsoft Azure to perform its natural language processing tasks and AI model deployments. As a result, an active internet connection is required for data processing, model training, and real-time inference. While the models developed in OpenAI Studio can be deployed on premises or in private clouds, the platform itself requires connectivity to the Azure cloud for its functionalities to work effectively.

No , Open AI can not be used offline, Currently only enterprise users and enterprise sbscriptions can use the AZURE Open AI studio. Ypu need to apply for the access and after getting approved , your enterprse subscription will allow to create the services.
