Picture Co-ordinates

Hi

I have Original Picture Width = 50000 , Height 28000.

Width Centre = 25000 . I want New image to be from 25000 - 1500 , 25000 +1500

Height Centre = 14000 . It should be 14000 - 1500 , 14000 + 5000.

What should be the code so that Original Picture should get Painted in New Picture
