Hi,

 For this question : we have two solutions with same name in single tenant?

Answer : If you are using tenante level app catalog then if you try to upload the .sppkg file which already exists then it give you warning like document library, that file already exists do you want to replace it.

I would suggest you to enable app catalog on site collection level to have same solution or solution with same name in different app catalog in different site collection.
