Both the points you are asking is related to Mysite in sharepoint (onpremise version 2013,2016,2019).
So once you create the my Site and try to access it Feed service provider defined identifier (aka SPS-FeedIdentifier) stores the unique identifier (which is nothing but url with some IDs)for your MySite. You can view details in user profile to make any updation or powershell is also very handy to do that.

personal site capabilities : As name suggest , its user profile properties, if set to 0 then user can not create the mysite and if set to 14 they can.
You can see more about enumaration in url shared below. While coding you can check or give rights to create mysite accordingly by giving proper value.

your C# code and trigger of the workflow is trying to update the item at same so it is giving version conflict. Please check that

Specifies the capabilities of a personal site

I got same from google but i need proper explanation with Example if any.

These are Sharepoint User Profile fields.
1 Feed service provider defined identifier : SPS-FeedIdentifier
