What do you mean by user? What is a user? For example, your userid for these forums is Tosin Agagu, but that applies only to these forums. That userid won't work in any forum unless you or someone registered it for those forums. The definition of what a user is depends on the software.

You need to learn more about computers before you can develop forum software.
