Hello

This is common error , that personally i have faced so many times

Reason : there are multiple app running with same port number with port number like

App1 : 4200
App2 : 4200

There are two ways to resolve this issue

1 . Very much simple to implement

For that you need to specify port number when serving request :
ng serve -o --port 4444 // always use different than existing port number
2 . You can set port number in package.json file like below :
Just ad or modify below snippet
"defaults": {
   "serve": {
     "port": 4444
   }
}

Hello

Yes you need to install all dependecy that you required for project

After running command npm install , package.json file will be created

And also install angular cli by writing :
npm install --save @angular/cli
Than you will be able to use any npm commands easily

Hello

In visual studio there is also CMD for that

Just go to :-

tools -> Nuget package manager -> package manager console

And type any command like : ng serve

Note : you should have Angular CLI installed

This is solution for visual studio
