position of Apply button top of parameter list

I have SharePoint 2012 and SQL Server 2008R2 and IE8/IE9. I have reported with 5 parameters.

If I have fixed height setting on Report Viewer Web Part. Is it possible to change place of Apply button?

I would like to change the position of Apply button top of parameter list so that I have first Apply button and then Parameters listed.

Is this possible?
