problem in setup c# file when setup in xp

hi all i create a project c# by vs 2010 " make .net is .net 2.0" == nin windows 8
and make setup project 
when go to setup in xp windows
setup .net framework 4.0
get this error 
" unable to find a version of the runtime to run this application"
