process with an id '###' is not running

Try below solutions

1) Plz check your machine has IIS installed correctly or not.

2) Check RouteConfig.cs file has a default entry. Like if you have created HomeController with Index method name then your file must contains

routes.IgnoreRoute("{resource}.axd/{*pathInfo}");
routes.MapRoute(
name: "Default",
url: "{controller}/{action}/{id}",
defaults: new { controller = "Home", action = "Index", id = UrlParameter.Optional }
);

3) Check your action method what excatly returns, like your action method returns View/Partial view then you have to create appropreiate view for that.
4) Go to properties from right click on solution, then goto Web option, change Project URL i.e. localhost example => http://localhost:5846
