Read X and Y coordinates of an image

Because an image by itself only contains pixel values within it, you will indeed need some form of OCR engine to be able to recognize the numbers in your image.

The exact approach will depend on the nature of your image that you are using. For example, if you only have numbers on your image and no other text, you could use the AutoZone() method in the LEADTOOLS OCR SDK (https://www.leadtools.com/sdk/ocr) to determine the locations of the integers through the creation of OCR zones. If you need to determine their values, you can still OCR these zones to read their values.

The code to do this will look like this:

OCR engines should help you perform this.
