yes Google consider it as two different pages , so the Seo juice will be divided into two parts which obviously nobody wants. the solution is

1.  To use a 301 parament redirection by removing / at the end of url
   
2. To use  301 parament redirection  by adding "/" at the end of url

you can achieve it programatically as mentioned in https://www.c-sharpcorner.com/article/angular-7-routing-with-preserving-trailing-slash-in-url/

but the better solution is to configure .htacess or in windows( IIS for 301 redirect/webconfig for 301 redirect).
