Re-start career with 3.5 yrs of career gap

Hello.. I want to re-start my career with .net technologies. Previously i had 4 yrs of exp. in visual basic 6.0 (Windows Programming). What technologies (for web development) i should learn so that i will quickly start my career? Also I want to know that my previous exp. will count or not? Should i start my career as a fresher ? Plz suggest

Your previous programming with VB6 and Windows may or may not count depending on the Company that you will be applying in the future. If they are looking for VB on Windows Forms development then that for sure will count otherwise it wont.
Also, since you want to know web development then you previous experience with with Windows Forms development will never count though it will give a plus for you because of that experience.

If you go for web development route in the .NET stacks then I would recommend you to jump on ASP.NET MVC. ASP.NET just release a new platform called ASP.NET Core wherein you can develop cross-platform web apps (Linux, Mac and Windows). ASP.NET Core also provides ASP.NET Core MVC (previously named as MVC 6). So far this is the latest version of ASP.NET with RC2 version. ASP.NET MVC 5 still the recommended version for building apps in real production because it's stable.
Adding to that you would also learn some Client-side technologies such as Angular, jQuery, CSS and AJAX. You may also want to move to C# since it's more popular than VB and most of the examples, tutorials in the web are written in C#. I also came from a VB world and I don't regret moving to C#. There might be a bit of learning curve in terms of syntax but the .NET libraries you know about VB is also available in C#.
Just start with he basic and I'm sure as go go along you will easily connect the dots in the picture. Just always remember 3 things : READ-DO and LEARN :)
