Restart the webserver using windows application

Question

hi want to develop one window application in that application having one button when click the button i want to restart or refresh the web server. the web server is Apache/2.0.54 (Win32) PHP/5.2.6-dev it is located in that system http:192.168.1.246 i want to run my application in my system 192.168.1.151 please tell me urgent requirement.
