Set priority to all running applications in C#

Dear Experts,

I've developed a chat App using C# (Web Services) and it is working properly

I want when receiver Received the message, the mouse/keyboard not working on all other computers till the user response to my app

it is just like the IPMsg..

How can i achieve this, what is the logic?

means just like the messageBox display in winForm and display on the front whatever we are doing as we know that OS giving us some message... just like i want to show my chat window at the receiver end so that it is informed that my message has came there....
