I have been looking but have not been able to find it. Is there a way where you can put an html file in a SharePoint 2013 site collection that everyone has access to and then just reference it from different content editor web parts in different site collections?

Hi,

I would suggest keep it as site collection level in any library. Since site collection level is top most boundry it wont easily get accessible in another site collection.

So its better to have repeat it for every site collection level. You can upload on one site collection and then write a job to sync it another site collections.
