If you mean you want to create a .NET C# application to process Audio steams (audio signals), you can try using LEADTOOLS DirectShow Audio Processing filters, such as Detection, Chorus, VU Meter, etc.

Note that you can use these filter in conjunction with LEAD player, convert or capture controls.
