the basic requirement to develop website is any editor- it may be notepad, notepadd ++, adobe dreamviewer etc.
HTML5 and CSS3 is using for front end design. for middle we use any server site language ex. PHP etc. and for backend we need database.
so if you want to make website using php language then download a s/w package named WAMP or XAMPP. in this s/w package you found both (apache server and mySql databese).
