Software that can package web to install on smartphone ?

Suppose I have a website written in asp.net and the database is SQL Server, after I "Publish the web site" and I want to encode this code for smartphones (both android and Android operating systems) iphone) what software do I use? Note that I only packaged the code in "Publish web site" and the SQL Server data I still kept on the server (not packing the SQL Server data)

If I am not wrong you want to create the mobile application with the existing web application.

First host the application with some hosting provider with URL

By using the android studio you can build mobile application.

In android studio web browser tool available you can use that tool and point your website url and deploy the application. this app looks similar to mobile application.

What do you mean by encode for smartphone? Do you want to test your website in a smartphone, if it is like that then only HTML files can be opened in smartphone browser, as asp.net is a server side scripting language, it needs a backend server to run asp files. You can use IIS on a local machine and test your website on your smartphone.
