sql server agent not working on network service..

If you have SQL Server Management Studio Express installed (any version prior to SQL Server 2012 SP1), you won't see because it doesn't contain any facility for SQL Server Agent. To fix this issue you need to download the latest version.

 

Check your permission in sql server.
