SQL Server data migrate to Azure Cosmos DB

Can SQL Server data migrate to Azure Cosmos DB.

I tried using the tool DocumentDB Migration Tool and encountered "The give header was not found" when verifying azure cosmos connection string.

I used PRIMARY CONNECTION STRING but still can't establised connection.
