If you have taken care to create a base page and inherited all your pages from that base page you can code under PreInit (as shown in the post).

 

If you have not created a base page, then unfortunately, you will have to put the code in Page_Load of login page itself.

 

However, I am not sure if some user clicks the link saved by him/her which directly goes to some inner page of the site.

 

Remember creating a basepage is always a good practice.
