System.Runtime.InteropServices.COMException: The server is not operational

Question

Hi to All,
    I am new bee to Active Directory with ASP.NET. I am creating one intranet application where the user details are maintained in Active Directory.I am able to create/modify users and able to display users in Active Directory in My PC, here the Active Directory is installed in My PC and my system acts as Server with domain name -- xxx.xxxxxxxxx.net. But when I moved my application to STAGING Server and accessing from remote PC, i am getting below error. I am not able to access this Active Directory.

Exception Details: System.Runtime.InteropServices.COMException: The server is not operational.

do we need to change any settings for Active Directory or for Virtual Directory in IIS
Please Help Me........ its very urgent.
