when inserting record to bill table befor that you can insert customer details customer name into cutomer table then take maximum id from that table then you can get this id save this id instead of selected value in billing detail table

you can check like this

declare one string

if selected index is <0 then

save customer name in cutomer table then get that id and assign this id in string variable

else

assign selected value into that string

then you can save this string in bill detail
