Well .. I admit that. Those were the days when I started writing articles (3 years ago). If you see the date, I wrote that Windows service in year 2000 or 2001 ;). I was thinking to rewrite that tutorial with more details and changes. Windows Services is a section we dont have much contents on it and I have planned many articles on it. Hopefully will have them ready soon (not sure how soon). As soon as I get some free time. All contributors are most welcome as always.

Yeah, but creating an Installer for a Windows Service is VERY easy. Setup & deployment project, and u add the output of the service to the Installer. There is a step by step help document on MSDN. What do you need to know about a Windows (NT) Service. And this is probably the wrong area for Windows Services, Web Services are completely different.
