Try to use below code:

string filePath = Server.MapPath("APP_DATA/TestDoc.docx");

string filename = Path.GetFileName(filePath);

FileStream fs = new FileStream(filePath, FileMode.Open, FileAccess.Read);

BinaryReader br = new BinaryReader(fs);

Byte[] bytes = br.ReadBytes((Int32)fs.Length);

br.Close();

fs.Close();

Secondly what is your data value.

i used store procedure calling this procedure dc.insert_procedure(name,email,comments,contentname,contenttype,byte[](data),ref retValue) how can convert that line for byte[]

You need to use byte[] in C# for Varbinary data type in Database.
