I am unaware of any free API that can do what you are looking for, but you can use the LEADTOOLS Recognition SDK technology in your application.
https://www.leadtools.com/sdk/engine/recognition
You can recognize speech natively, without the need to send data to a server. There is a demo with the c# source code in the file path below, but you will need to download the evaluation to access it.

Integrating a microphone into your software to allow users to activate the menu buttons by speaking letters in Portuguese is indeed possible. You can achieve this by incorporating speech recognition functionality into your application. Here's a general outline of the steps you can follow:
1. Choose a Speech Recognition Library:
First, you need to select a suitable speech recognition library that supports Portuguese language. There are various options available, such as:
Google Cloud Speech-to-Text API
Microsoft Azure Speech Service
CMU Sphinx (PocketSphinx)
Mozilla DeepSpeech
2. Set Up the Speech Recognition Service:
Once you've chosen a speech recognition library, you'll need to set up an account (if required) and obtain the necessary API key or credentials to access the service.
3. Integrate Speech Recognition into Your Software:
Next, you'll need to integrate the chosen speech recognition library into your software. This involves coding the necessary functions to capture audio from the microphone and send it to the speech recognition service. The service will then return the recognized text, which corresponds to the spoken letters.
4. Map Spoken Letters to Menu Buttons:
After receiving the recognized text from the speech recognition service, you can map the spoken letters to the corresponding menu buttons (A, B, C, etc.) in your software.
5. Implement Voice Activation:
To activate the menu buttons, you can set up a voice command trigger, such as saying "Click A" or "Activate B," which will be recognized by the speech recognition system and trigger the corresponding action.
6. Test and Fine-tune:
Test the integrated voice activation feature thoroughly to ensure accuracy and responsiveness. You may need to fine-tune the speech recognition settings or adjust the voice command triggers to improve performance.
7. Handle Language Variations:
Keep in mind that speech recognition might face challenges with different accents and pronunciations. If your target users have diverse regional accents, consider implementing a language model that adapts to these variations.
8. User Feedback and Updates:
Encourage users to provide feedback on the voice activation feature, as it will help you identify areas for improvement and further refine the integration.
It's essential to provide clear instructions to users on how to activate the menu buttons using voice commands and ensure that the feature is intuitive and user-friendly.
