Take a reference from this,

suppose you have a page or image to scan:
Bitmap bmp = page.ConvertToImage(192);

// get all barcodes

Barcode[] barcodes = BarcodeReader.ReadBarcodes(settings, bmp);

foreach (Barcode barcode in barcodes)

{

Console.WriteLine("Data: " + barcode.DataString);

}

Read QR Code from Scanned Image

Bitmap bmp = new Bitmap(dir + "code.png");

// config reader setting

ReaderSettings settings = new ReaderSettings();

// Type of barcode

settings.AddTypesToRead(BarcodeType.QRCode);

// read all barcodes

Barcode[] barcodes = BarcodeReader.ReadBarcodes(settings, bmp);

foreach (Barcode barcode in barcodes)

{

Console.WriteLine("Data: " + barcode.DataString);

}

Using LEADTOOLS you can read the barcode from the images with few lines of code:
string imageFileName = @"Barcode2.tif";
BarcodeEngine engine = new BarcodeEngine();
BarcodeReader reader = engine.Reader;
using (RasterCodecs codecs = new RasterCodecs())
{
using (RasterImage image = codecs.Load(imageFileName, 0, CodecsLoadByteOrder.BgrOrGray, 1, 1))
{
BarcodeData barcode = reader.ReadBarcode(image, LeadRect.Empty, BarcodeSymbology.QR);

if (barcode != null)
{
Console.WriteLine("Found at {0}, data:\n{1}", barcode.Bounds, barcode.Value);
}
else
{
Console.WriteLine("Not found");
}
}
}
