As yesterday I face this problem, So I did googleing and found that my port was different so it refuse the connection.
Example my original port was 2019
but I set in api
http://localhost:2011/api/

so when i Change it from 2011 to 2019 then it fixed the issue.

I post this question to that other developer get help
