What are the differences between UI culture and culture ?

I mean I want to make my first page of website to multi language which I can change he language of all elements of page as buttons labels calendars and so on, so please guide me to first understand the differences between the UI Culture and culture in ASP.NET then help me to use multi language methods to have a few languages for my websites.

And I have another question, is it good job that someone are using some templates for their master pages I mean they download it and use the source of them in their projects? Or you think that they must them themselves design their master pages?

Hi

UICulture value determines what resource file ASP.NET needs to load. That drives all the content of the website.
Culture value determines the results of culture-dependent functions, such as the date, number, and currency formatting, and so on.
Basically, Culture doesn't affect the display language (only some "formating") and UICulture does.
