If I send a VB 2010 program to someone for evaluation and help, what files do I need to include? Or should I just zip up the entire project directory?

it depends on the requirements. if the person to whom you are sending has already working on the same project then you only can send only required module but remember. But it will be much better to send the zipped folder. Because you might be used some external resources for your development and third person is unknown about.
