Zapier integration with .net core

Question

I want to integrate zapier with our CRM project so Is there any way how to use WebHooks in dot net core with Zapier to Monitor Outlook Activity like new recive mails and Add new contacts actually i am able to achieve it with dot net framework but not able to achieve with net core
