Whether web api service only for .net or other languages like java,vb?

you create a web api , host it on server basically on web server like IIS then any client , like Java, javascript, IOTs etc can call your web api and can get data that your web api exposes.

now how they call the web api is different , for example in javascript you call a web api using AJAX , but in Java app you call the web api using beow code

URLConnection connection = new URL(“/?param1=value1¶m2=value2”).openConnection();
connection.setRequestProperty("header1", header1);
connection.setRequestProperty("header2", header2);
//Get Response
InputStream is = connection.getInputStream();
System.out.println(connection.getContentType());

so , you create rest services with web api which is a .net microsoft way of creating rest services but can be consumed by any client.
