Which approach can be used in asp.net for least modification if new role added

Which approach/Strategy can be used in asp.net for least modification if new role added/deleted. I was thinking using deffrent folder for every role but the problem is if new role is added then new folder is to be created which will lead to more changes. So I want an approach which could lead to least changes/modifications.
