why use .net with c# for a small application web ?

It purely depends on your choice. For web application development there are lot of technologies available like PHP, Java, Phython etc. ASP.Net is also among one of them. Also, your application is small or big, ASP.Net is a good choice.

Also, you can use VB.Net also instead of C#.Net, in your web application, if you want. This is the flexibility of .net. It supports more number of languages, than other technologies.
