why the content inside the<%> tag is not executing propery,

The customer id is <%= Model.Id %>

if the Model.Id value is calculated to 12 suppose, then it should display the output like "The customer id is 12",.but it is not calculating or implementing the code inside <%> tag and taking it whole as a text and displays the output as "The customer id is <%= Model.Id %>"
