why we learn html5/css3 even if we have templates

All logics are not available on templates for example if you want to use local storage or session storage concept of HTML 5 then it will be not available on templates for this kind of features you need to learn HTML 5 and css3

Yes you right we can use that template but for customise that and add new extra features on that template we need a knowledge of HTML 5 and css3

but we can still use these templates and if we ever have a need we can add code , it is possible ?
