Once in a while some of the users get this error while navigating to this webpage.
Any idea what this could be !?!? I googled but couldn't find a good answer !!

I searched for "0x413 0x419" and found Windows Collation Designators. It says that 0x413 is the Windows Collation Designator for Dutch and 0x409 is for English. If you look at the message, 0x413 and 0x419 are part of the language.

Malware/Virus is not possible I have a fresh install and just re-installed !!

If you search for this error, you can see lots of solutions. But am not sure which will helps you.
Like
1. Replacing the old version of termsrv.dll with latest version.
2. Check for virus or malwares.
3. Re-installing OS.
I suggest you post this bug to Microsoft team, might get help.
