Meena as per my knowledge & experience we should use controls when we need to reuse the design in different application/module/project.

 

To add controls in winform you can follow below steps:

(01.)Create a class library type application.

(02.)Add user controls by adding new items.

(03.)Design your user control by dragging & dropping  controls on your user control.

(04.)Rebuild class library application.

(05.)Now open your winform application & add user control dll & rebuild.

(06.)Now in your toolbox you can see user controls. Then drag - drop on your winform & use.
